A complaint has been submitted to the Punjab Chief Minister’s Office and the Vigilance Bureau, raising concerns over the alleged illegal sale of residential plots on agricultural land in Radiala and Bago Majra villages in Kharar. The complainant, Chamandeep Singh Natt, has accused the Local Government Department of irregularly issuing thousands of No Objection Certificates (NOCs) in connection with these transactions.
According to Natt, over 16,000 NOCs have been issued in the Kharar region, with many granted on the basis of sale agreements or powers of attorney executed before March 18, 2018. However, he alleged that the actual purchases of many of these land parcels occurred much later, with some reportedly acquired by colonisers as recently as 2024.
The complaint further claims that these colonisers have not sought regularisation under the Punjab Laws (Special Provisions for Regularisation of Unauthorised Colonies) Act, 2018. Instead, they are allegedly obtaining individual NOCs for plots and selling them, avoiding the formal colony approval process.
Natt also alleged a nexus between certain officials and colonisers, which he says is enabling these irregularities and depriving the government of significant revenue. He pointed out that the state is losing out on crucial charges, including the Change of Land Use (CLU) fee, external development charges, and licence fees.
Calling for a detailed investigation, Natt has urged the state government to take strict action against those responsible for what he describes as a large-scale land scam.
